Arguably, the most important issue to address today (correction, yesterday) is testing and tracking, and how this is going to get our economy moving again. As of April 12, the number of people tested in the Philippines stood at 33,814--far short of the 110,000 in Vietnam, which has 265 coronavirus cases and no reported deaths. (Reuters)
The Philippine government claims it is aiming for 8,000 tests daily in hotspots throughout the country but is way behind this target and is excruciatingly opaque in disclosing its progress (more like, lack of progress) on this front. In fact, even the Philippine government target of 8,000 tests daily is itself woefully inadequate.
In terms of global best practices on COVID-19 testing, KULELAT na naman ang Pilipinas sa ilalim ni Dutae.

No wonder Dutae trolls are trying to distract the public consciousness by constantly plugging the ABS-CBN shutdown in social media. That's because Dutae has screwed-up on the COVID-19 pandemic from the outset and is unable to extricate the country from this awful situation. Marami pa ang mamamatay at mas marami pa ang magugutom dahil sa kapalpakan ni Dutae. Pag-usapan na lang natin yung ABS-CBN.
