"Epiphany" carries a range of meanings, including "an intuitive grasp of reality," "an illuminating discovery, realization, disclosure, or insight," or simply "a revealing scene or moment." An epiphany is "a moment of sudden or great revelation that usually changes you in some way."

As we approach the Holy Week of 2019, I cannot help but contemplate the sorry state of the nation under the dastardly regime of Digong. How could a predominantly Catholic nation, comprised of presumably of devout Catholics, be so forsaken by our Good Lord and fed to all these rapacious corrupt politicians and government officials?

Then an epiphany moment. Why not use the very root cause of weakness of the Philippines and transform it into its greatest strength--particularly with respect to an enemy that appears too formidable to defeat. The only trait of the Philippines that could possibly trump the expansionist thrust of China into our exclusive economic zone in the West Philippine Sea is none other than our incredibly corrupt government bureaucracy.

This is the same superlatively corrupt government bureaucracy that is too lazy to streamline its agencies and continually overburdens its citizens with more and more taxes and fees (subject to official receipts mind you) to perpetuate and even enlarge/grow/broaden its bloated, inefficient and corrupt practices while, at the same time, extorting additional fees (unreceipted of course) from the same citizens it taxes. Philippine government taxation and similar imposition of fees, fines and what not are so extensive, elaborate and creative that one wonders how on earth these predominantly mediocre government officials and employees (most of whom couldn't hold a proper job in the private sector) could conjure such imaginative ways to extract and squeeze money (officially, unofficially, legally and illegally) from the very people they are supposed to serve.

So I say to the exceptionally corrupt Philippine government kleptocracy . . . BRING IT ON!!! Just direct all your corrupt and highly imaginative rapacious habits to China!!!

The local government unit is a great place to start. If you are property owner or a business establishment, you will note the ever increasing imposition of taxes and fees imposed by the local government unit for very mediocre government services, if any at all. There's the real estate taxes, the business permits, the environmental permits, the fire permits, the health permits, the penalties for non-compliance of whatever ordinance, the late charges and surcharge and interest on all of the above and so forth and so on. The list is virtually endless, a bottomless pit so to speak that renders virtually all Philippine enterprises uncompetitive in the global market.

Well, China, without the approval of any Philippine government entity, has essentially set-up shop in the exclusive economic zone of the Philippines in the West Philippine Sea.

For starters, the LGU's that have jurisdiction over the islands and/or shoals that China has built upon should notify China that it has set-up shop without securing any of the necessary permits from the LGU. And because China will ignore such notification from the LGU, the LGU is constrained to impose the corresponding penalties in connection with China's unpermitted activities. In addition, because the LGU is unable to force China out of the premises, then it is likewise constrained to charge China for all the other taxes and fees it would normally charge a lessee or enterprise within its jurisdiction while reserving its rights to demand China's expulsion from its (LGU's) area of jurisdiction.

And because China will also ignore such LGU's imposition of taxes, fees and penalties (for its unpermitted activities), then the LGU is furthermore constrained to impose late payment charges, surcharges and punitive interest charges on China (as it normally charges bonafide enterprises that fail to comply within its jurisdiction).

Next, the Department of Agriculture, the Department of Agrarian Reform and the Department of Environment and Natural Resource should have a field day with China at the West Philippine Sea.
Have the islands and/or shoals that China has built upon been converted to an industrial/military classification? I think not. It would take years (maybe even never) to get this done with the Philippine government--even with bribes. However, because it has been de facto converted by China into an industrial/military classification, the LGU needs to impose the corresponding real property tax, which is a premium for an industrial/military classification, in addition to the outright penalty for China converting the same without Philippine government permission.

Has China prepared an Environmental Impact Assessment (including the requisite public consultation with stakeholders) or, for that matter, secured an Environmental Compliance Certificate from the DENR for its activities in the West Philippines Sea? I think not, particularly in light of the massive dredging of China in the area that has destroyed and continues to destroy the marine ecology in the West Philippine Sea.

Has China secured permits for its so-called fishing vessels in our exclusive economic zone from the Department of Agriculture/BFAR (which our local fishermen are obligated to secure under the law)? These so-called fishing vessels from China number in the hundreds if not thousands everyday raping our marine resources. The penalties should likewise be imposed on each of these vessels on a daily basis. I'm sure the United States would be more than happy to provide a daily satellite snapshot of the area, so that BFAR can count these vessels and impose the corresponding daily penalties on each one of them.

How about the Fire Department? Is China sourcing all of their fire prevention equipment from the local Fire Chief? Have their facilities even been inspected by the Fire Deparment? I think not. If the Fire Chief of each LGU that has jurisdiction over those islands and/or shoals harassed China like they do legitimate property owners and businesses in their jurisdiction, then they would be instant millionaires!

Does China have an Occupancy Permit for each of their facilities in the West Philippine Sea? How about a health permit from the Department of Health? And the list of Philippine government authorizations and permits goes on and on and on, which for once can work to our advantage against China, particularly as they are imposed at the whim of our corrupt Philippine government kleptocrary.

And I won't even get started with the most corrupt, rapacious, whimsical and oppressive Philippine government agency of the all . . . the BIR, which has the ability to throw everything and the kitchen at China just to be able to assess an income tax of sorts! I am confident that the BIR can and will find a way to extort money from China, receipted or otherwise.

Need I remind the government to be just as diligent in following through with late payment charges, surcharges and punitive interest charges for all of the above taxes, fees, fines, penalties, etc, which it is so adept at imposing on law abiding enterprises.

Every year, the Philippine government should tally all of its above invoices to China (which will likely remain unpaid for quite sometime) and file the same for the record with the Permanent Court of Arbitration at The Hague (PCA), which is the same Court that decided in favor of the Philippines with respect to its dispute with China in the West Philippine Sea. Thereafter, whatever financial obligation the Philippine has with China, particularly with respect to loan payments to China for certain infrastructure projects, can be offset with the unpaid penalties, taxes, fees, fines, late payment charges, surcharges and interest charges imposed by the Philippine government for the unpermitted activities of China in the West Philippine Sea.

If the Philippine government is as corrupt and imaginative to China as it is in harassing its own citizens, I am confident China will be paying the Philippines far more that the Philippine would ever pay China under any of its loan agreements with the same.

As a final note, when the Philippine government gets its act together and decides to kick China out of the West Philippine Sea, then we could simply assign all of our uncollected receivables from China to the United States in exchange for Uncle Sam kicking the ass of China. We may even hand-over the completely built-up military bases of China in our exclusive economic zone in the West Philippine Sea to Uncle Sam--under a profitable long-term lease arrangement, of course.

Pray tell, why isn't anyone in the Philippine government initiating any of the above actions against China? If the Philippine government has no qualms about harassing its own citizens, what more to a renegade bully state such as China?

He still insists on the so-called "gold standard" PCR test, which is NOT affordable and therefore NOT practical. To date, 100,000 PCR test kits have been donated to the Philippines and the Philippine Government is still unable to get its act together to deploy these donated test kits as quickly as possible. Namamatay na yung mga tao, kilos-linta pa rin si Dutae at Puque.

BONG GO . . . PAMBANSANG EPAL TO THE MAX!!!



This is what the Philippine Information Agency, currently Dutae's propaganda machine paid for by taxpayers like you and me, has to say about the Malasakit Center Act of 2019.

In truth, the Malasakit Center Act of 2019 (which was signed by Dutae on December 2, 2019 well after the senatorial elections in May 2019) was just Dutae's way of doubling-down on the illegal election activities of Bong Go prior to the senatorial elections in May 2019 in an attempt to legitimize Bong Go's position in the Senate today (which should never have been allowed due to his blatant violation of the Philippine Election Code) and generally to have Bong GaGo (and therefore his boss, Dutae) shamelessly take credit where credit is NOT due.

Just take a look at the health card below that was distributed by the Dutae administration before the senatorial elections. Even the COMELEC requested the Department of Health (DOH) to remove posters in the government's one-stop shop for medical services, called Malasakit Centers, that bear the face of senatorial candidate GaGo. No wonder GaGo won a seat at the Senate.





Hence, the PAMPANSANG EPAL, who has no business at the Senate as he merely continues to lick Dutae's ass even in his new albeit illegitimate role.


In the current life-threatening scenario of the COVID-19 pandemic throughout the Philippines (indeed all over the world), Dutae and GaGo cannot seem to help themselves by tripling-down on the abused concept of the Malasakit Center by way of Administrative Order 27, allegedly governing the acceptance, management, delivery and distribution of medicines, medical equipment and supplies and other health products donated by foreign governments, private entities, non-government organizations or any group or individual to the national government and the Department of Health by way of the Office of Civil Defense (OCD) as the main coordinating body.

Guess what? It's another ploy to funnel all the credit to GaGo and therefore to his boss, Dutae! Shameless SOB's even in the most desperate of times. Below are recent examples:



Of course, GaGo is quick to deny and the OCD is playing along. How much you wanna bet all the donations will be released from the OCD with DUTAE and PAMBANSANG EPAL stickers all over them. Dutae and GaGo did it illegally before the senatorial elections, they are doing it again for the 2020 elections.




With all this EPAL activities of Dutae and GaGo, just donate directly to private hospitals or to the Office of the Vice President, who is particular about accounting (in cash or in kind) for each and every donation received. Full accountability and transparency. No corruption. No EPAL.

But wait . . . just when you think Dutae, GaGo et al have sunk to an all time low (it's a bottomless pit of the worst scum you can ever imagine multiplied by infinity and then some . . . even Lucifer might feel threatened), another Dutae tuta, Philippine Anti-Corruption Commission (PACC) Manuelito Luna el Tonto, who is clearly without an iota of gray matter and is essentially promoting the EPAL CORRUPTION of Dutae and GaGo (exactly the opposite of what taxpayers like you and me are paying him to do), comes forward essentially quadrupling-down on the tired concept of the Malasakit Center with all guns blazing!

This is what Dutae and GaGo did before the May 2019 Senatorial Elections.

Metro Manila (CNN Philippines, April 2) — An official from MalacaƱang's anti-corruption body wants the National Bureau of Investigation to probe Vice President Leni Robredo for allegedly competing with the national government's response to COVID-19 outbreak.
In a statement, Presidential Anti-Corruption Commission Commissioner Manuelito Luna said Robredo may have violated certain laws when she received donations to help those most affected by the crisis through "illegal solicitations (and) actions that compete with or calculated to undermine, national government efforts" to mitigate the impact of the health crisis.
The PACC official questioned the Office of the Vice President’s free shuttle service and dormitory for health workers, as well as donations of personal protective equipment to various hospitals.
Luna said Robredo should leave it up to the government agencies to do the work.
"Being a part of the national government, Robredo is barred from competing with the DOH (Department of Health), DSWD (Department of Social Welfare and Development) and OCD/NDRRMC (Office of Civil Defense), or undermining their efforts, and from soliciting donations, in cash or in kind, from the taxpaying public, especially since funds have already been appropriated or set aside for relief assistance, disaster mitigation, rehabilitation, etc.," he said.
This is what Dutae and GaGo are doing at the height of the COVID-19 pandemic in the Philippines.

The pushback from the general population was so immediate and severe, that another PACC Commissioner, Greco Belgica, said that fellow PACC Commissioner Manuelito el Tonto’s previous statement was merely his “personal opinion” and request, and does not reflect the sentiments of the anti-corruption body as a whole.

Ya right! That was a Dutae trial balloon that failed miserably and had to be retracted as quickly as possible because it made them look as bad as they really are. Dutea and his entire administration should all resign yesterday. They have done nothing but drag this country to hell and the COVID-19 pandemic has just given them rocket boosters to accelerate our infernal demise!

As Brother Armin said, "Comrades, it's time to fight." We need to take out Dutea et al. If there is a God, then COVID-19 should take care of exterminating the worst and most persistent viruses in the Philippines; namely, the Marcos virus, the ERAP virus, the GMA virus, the Dutae virus, the GaGo virus and all of their derivatives. The very survival of our country depends on it.
